The Help contents panel doesn't use the correct character set

Description

The Help web pages do not correctly identify the character set used in the contents panel.  This causes extended characters to display incorrectly for language localized versions of the Help that do not use the Latin-1 character set.

Workaround

None.

Status

Corrected in V3.4.
