Help topics (Help menu) goes to web help even with local help install

Description

The Help topics command (Help menu) always opens www.panoramafactory.com/help/help.html even if you have installed local help.  Help buttons elsewhere in the application work normally.

Workaround

Invoke the local help by press the F1 key on the keyboard.  This shows the local help page associated with the current screen or dialog.
