Fine tuning the alignment doesn't work in V1.3

Description

Alignment fine tuning is broken in V1.3.  This applies to the Fine tune command (Image menu) and also to manually fine tuning the alignment by drawing fine tuning tiles.

Workaround

None.

Status

Fixed in V1.4.
